GUIDE TO HSMP POINT SYSTEM

 

The Highly Skilled Migrant Programme (HSMP) is one of the most accessible skilled immigration programmes of any westernised country in the world, most recently demonstrated by the changes of 7th November 2006, which have simplified the system for candidates wishing to enter the UK under this scheme.

Young Person Assessment:

The government feels that there is a benefit in increasing the number of young skilled people eligible under this programme as younger people have a longer working life ahead of them, and also recognise that it will be more difficult for them to earn points in the past earnings category due to their relative lack of experience.


27 or under - score 20 points
28 or 29 - score 10 points
30 or 31 - score 5 points
32 or over - score 0 points



Qualifications

You can score points for one of the following:

Title Score
PHD 50 points
Masters Degree (MA, MSc, MBA) 35 points
Bachelors Degree (BA BSc) 30 points
Vocational and professional qualifications based on equivalency to UK qualifications.



You will score points based on your degree level qualification, or vocational and professional level qualifications. There are no extra points for a 4 year degree rather than a 3 year degree, or for having more than 1 degree at any given level (eg BSc and Beng, or MSc and MBA). If you wish to score points based on vocational or professional qualifications you will need to show the equivalency of this to the relevant British Qualification. This must be validated with the National Academic Recognition Information Centre Database (NARIC).


Brief Summary of MBA Provision

There is a lack of high quality management in the UK, and the aim is to address this weakness in the UK economy by attracting highly qualified and talented managers to the UK. The Masters in Business Administration is one of the most respected and recognised management qualifications.



This provision is to allow graduates who have attended 50 of the top business schools to work in the UK on completion of their MBAs. If you are a graduate on an MBA course you will be able to remain in the UK for up to 12 months to take up employment on the completion of your MBA. You may then apply for a three-year extension. After that, you may apply for unlimited leave to remain (permanent residence).



It is important to remember that you must graduate from an MBA programme when it is on the list. This means that anyone who has graduated from an MBA programme before 2 December 2004, when the list was released, is ineligible. However, if you have graduated from a top MBA prior to that date, you may qualify under the regular HSMP anyway. Anyone who has not yet graduated may submit an official letter from their tutor instead.



The list of 50 eligible business school programmes

The 50 eligible programmes have been determined by studying the following areas as they are thought to best reflect the potential economic productive contribution of graduates:

The list of institutions contains 10 UK institutions and 40 institutions from the rest of the world. 10 UK institutions have been included because students already resident in the UK have 'already shown a commitment to this country and have begun to integrate in the UK, making it easier for them to continue their career here.'




Earning power

Your points score will be arrived at by cross referencing your salary amount with the country code in which it was earned.


In general highly skilled people earn more than the average wage. However, earnings are inextricably linked to local income levels as well, so the income level required to achieve a given number of points is linked to the country where you have been living. This is most important: what matters is where you are living, not your nationality. You will find the number of points for each salary level for each part of the world below:



Country Code A Including Germany, France, Singapore, USA, Canada, Australia, Bermuda, Israel, Japan, South Korea


Country Code B Including Poland, Brazil, South Africa, Libya, Hungary, Chile, Mexico, Estonia, Turkey



Country Code C Including Jamaica, Russia, Iran, Morocco, Peru, Tunisia, Thailand, Algeria, Romania



Country Code D Including China, India, Pakistan, Nigeria, Sudan, Ukraine, Zimbabwe, Kenya, Bangladesh



Country Code E Including Afghanistan, Ethiopia, Ghana, Nigeria, Uganda




UK Experience:

You can gain 5 points in this new category if:





English Language Ability

This is a new category added on 7th November 2006 to address the fact that individuals with poor English skills may have difficulty finding work in the UK no matter how highly skilled they are. All applicants must qualify in this category in addition to earning the mandatory 75 points in the other sections.

Please Note: From 1st January 2007 Bulgaria and Romania will become part of the EU. Applicants from these countries will then be exempt from this requirement.

You can estimate your score by adding together your points for sections 1 to 5 above. You will require a minimum of 75 points to qualify.
